Founded in 2016 by Mr. David Shiffman and his brightest students, ThinkCyber initially
specialized in creating practical exercises and textbooks to provide hands‑on training
for law enforcement agencies. The company’s value proposition was elevated by offering
forensic investigations and penetration testing services, ensuring that training
materials were grounded in real‑world application and experience.
A crucial turning point occurred in 2017 during one of ThinkCyber’s projects in
Africa, where the team identified the need for a practical platform that could
facilitate hands‑on cyber training. Recognizing the limitations of classroom learning,
Shiffman led ThinkCyber’s research team to develop a system that could generate
scenarios grounded in real‑world events, equipping students with practical knowledge
and real‑time capabilities.
Another key requirement that arose was the need for cyber units to monitor personnel
progress and assess strengths and weaknesses, allowing team leaders to assign the right
people to the right missions. Gradually, ThinkCyber enhanced the platform with
hands‑on labs and supporting textbooks, all under the ThinkCyber banner.
In early 2022, ThinkCyber launched Specto, a product that helps countries identify,
understand, and prepare for cyber attacks in real time. Specto is equipped with
machine learning capabilities that store and analyze the commands, tools, and networks
used by attackers. In 2023, Specto’s capabilities were integrated into the Cyberium
Simulator, enabling scenarios generated from recent attack data and setting a new
standard in cyber training.

ThinkCyber International began its journey in Bulgaria, where it was first established as ThinkCyber Bulgaria by a small but highly experienced team of two cybersecurity professionals. As an official partner of the original ThinkCyber organization, the Bulgarian team adopted its proven methodology, technologies, and know‑how, and adapted them to the needs of the local and regional market.
In a relatively short period, the team’s deep technical expertise and vast practical experience, combined with their research and academic background, earned the confidence of the parent company to expand beyond the borders of their home country. Drawing on ThinkCyber’s proprietary hands‑on labs and immersive training concepts, they were entrusted with a broader mission: to evolve from a national partner into ThinkCyber International and to build a network of trading partners abroad.
Today, ThinkCyber International is able to deliver ThinkCyber's advanced platforms, simulations, and content to a much wider audience. By leveraging the parent company’s technology and methodology, and combining it with the team’s real‑world experience, ThinkCyber International now provides practical, scenario‑driven training that helps individuals, organizations, and entire cyber units strengthen their defenses against real‑world threats across the globe.
